Lithuanian Cybercrime Centre of Excellence for Training, Research, Development and Education

Project for “Lithuanian Cybercrime Centre of Excellence for Training, Research, Development and Education” (L3CE)

Implementation of the Project “Lithuanian Cybercrime Centre of Excellence for Training, Research &Education (L3CE)”, Grant Agreement No HOME/2013/ISEC/AG/INT/4000005176) started in July 2014. Its execution is financed by European Commission under the Programme EC DG Home Affairs ISEC (Prevention of and against crime 2007-2013), theme - Illegal Use of Internet.  The Project will last for 18 month. 

The project continues the 2Center network project idea to establish sustainable network of Cybercrime Centres of Excellence that will be able to grow in ensuing years and create a truly global collaborative platform.

The major objective is to improve the results in fighting against cybercrime in Lithuania as well as international cybercrimes in East Baltic Region and EU.

The project will be implemented by Mykolas Romeris University (MRU) with academia, Law Enforcement Agencies (LEA), industry partners: Lithuanian Cybercrime Centre of Excellence for Training, Research, Development and Education (L3CE), Research and Education (L3CE), Ekonominės konsultacijos ir tyrimai (EKT), Kaunas University of Technology (KTU), Vilnius County Police Headquarters,), University College Dublin (Ireland) and S21SEC Institute S.L. (S21), Spain.

Key objectives include:

  • Developing operational model for L3CE, structure, functions, decision making mechanism, processes, strategy, rules and internal policies;
  • Developing of L3CE repository, where training programme, tools, certification system, R&D results will be placed and accessible to LEA;
  • Developing of Training course "Identity theft in cyberspace. Legal aspects." and "Forensic investigation in a Virtual Environment and hidden crime information detection";
  • Developing of training courses for the first responders "First responder" and "Mobile phone forensics";
  • Establishing of FOST- Forensic  Open Source Tools Laboratory where environment will be created and equipped, DIVA, UMAP forensic tools will be adapted, localised, tested, validated, prepared to use and placed at L3CE repository;
  • Performing  R&D activities and sharing R&D results;
  • Adapting, localising, validating, preparing to use and placing at L3CE repository of Certification system for LEA;
  • Sharing gained competence, knowledge and best practice at EU level through 2Centre network, other dissemination events and activities.
  • Starting promotion of L3CE and cooperation at EU level;
